I can share our experience. We arrange transfers for tourists and were also considering entering the Czech Republic. However, after analysing this, we realised that, in the Czech Republic, this is actually equivalent to transport activities, which carry all the necessary licences and responsibilities. Consequently, we deliberately abandoned this model and rebuilt the service as a marketplace where drivers post offers themselves. This is much safer from a legal standpoint and reduces the chances of inspections or fines.
